El Paso, Texas – The El Paso County Elections Department will be sending out new voter registration certificates to El Paso County registered voters beginning next week. The certificates are orange and are valid from January 1, 2026 through December 31, 2027. See attached sample.
New certificates are mailed every even-numbered year to all active registered voters. Voters are encouraged to review the information on their new certificate for accuracy. If the information is correct, voters should sign it upon receipt. The certificate may be used for informational purposes, such as identifying a voter’s precinct and voting districts.
If any information is incorrect, voters may make corrections on the back of the certificate using the two designated lines on the bottom left side and sign it before returning it to the Elections Department. Please be aware that voter registration certificates are not postage pre-paid. Voters must provide their own envelope and postage. Once the correction is processed, a replacement certificate will be mailed to the voter.
The phrase “Return Service Requested” is used by the United States Postal Service to return undeliverable certificates to the Elections Department. If a voter receives a certificate for a person who no longer lives at their address, they are asked to return it by writing “no longer lives here.”
A voter registration certificate is not required when voting in person and does not serve as an acceptable form of photo identification. However, if a voter is unable to reasonably obtain an acceptable form of photo identification, the certificate may be used as a supporting document. The certificate is also an acceptable form of identification for voters with documented disabilities who are exempt prior to an election, an “E” will be printed at the end of their VUID number. A list of acceptable forms of photo identification and supporting documents can be found on our website under Identification Required for Voting.
Voters who are registered to vote in El Paso County and do not receive a new certificate by January 30, 2026, are encouraged to contact the Elections Department to verify their registration information.
